Answer: No, it takes a little assembly. However it is very easy to assemble and install! Had a little trouble with lighting. Replaced the same LED twice, The company sent me a new light each time no problem. -

Are the fog/ running lights plug and play where they tie into old harness so i won't need a switch for them?
Answer: No, you'll need to run bumper lights by splicing into current lights or run a toggle switch. I have the fog lights wired into current lights and the light bar on a toggle.

It covers the corners of the fenders and has a winch plate for easy winch installation. There are a total of 5 LED lights and D-rings included in the package. The LED lights were reported to give some trouble with repeated replacements, but the customer support is very helpful in sending out replacements.
